Ageing population

Ageing populations present large challenges to systems and long-term care, particularly in the case of long-term care where changes are needed in both the kind of service that is provided as well as in financing mechanisms. In terms of the framework for an ageing reform strategy, there are important effects on the fiscal, active and individual/collective balance dimensions.

The fiscal effects are the result of a gradual increase in health problems among people as they get older. In addition, there is a heavy increase in health care costs in the year or two preceding death. In some countries, one half of all health care expenditures occur in the last two years of a life span.
